ws_plugin__s2member_pro_arb_service_ipns_per_process and ws_plugin__s2member_pro_payflow_ipns_per_process have a default maximum of 3 every 10 minutes. This could cause issues for sites with more than 432 s2Member users. (See wpsharks/s2member-kb#8)

We should either increase the default and/or dynamically increase this number based on the number of active s2Member users in the system.
