Quality of life updates, dependency upgrades

This PR contains several updates related to the DX experience.

• Upgraded several dependencies
• Removed dev command from repo root
• Fix error types (unknown => Error)
• Change signature of sendMessage from useSendMessage to match the function it calls
• Removed ability to add content codecs when initializing a client, this must be done through cache configs
