Allow model builders to input instructions for their models

Our platform currently utilizes pre-defined instructions for models. But model builders possess specialized knowledge of their models' capabilities. Allowing them to input custom instructions could significantly enhance model performance and user experience.

yes, when they submit their model, they should provide the instruction template as well
