Description

This strangely fails: youtube-dl -f bestvideo+bestaudio/best "https://www.youtube.com/watch?v=IZUNMpRzM4Q"

this is most likely related to #28602, and caused by the new cookie consent page served for user accessing from European countries.

@dstftw The generated cookie value (YES+cb.20210328-17-p0.en+FX+%s) looks like it contains a hardcoded date, is that intended?
