Upgrades & Update of Pandoc

Pandoc is a library that we use to generate the functional specification. Pandoc has upgraded to version 2.0, which has loads of improvements. However, it breaks the API. On the long run it is inevitable that we adapt to that API. It also gives us the oportunity to rethink how we use Pandoc.

Work has started in the feature branch called PandocUpgrade

Minimal requirement is that we have PDF output again. docx output would be nice to have too.

The work on this issue has for the time being come to a halt. In the document that is generated, we want to be able to generate lists of definitions and lists of agreements. These lists contain items for which cross references are generated in other places in the generated doc.
To allow for this, we need Custom label prefixes. This is being worked on in lierdakil/pandoc-crossref/pull/174. As soon as that one is fixed, I will continue to fix this issue.

Recently I have upgraded to pandoc 2.9. Pull request #1066 will close this issue.
