Run only analyse dependency step for aggregate report #12728

Aggregate reports pipeline runs all steps in analyze.yml with few steps disabled. This makes it necessary to add more variables to disable those steps when any new step is added. This has caused a new breakage when download artifact step was added in analyze step and aggregate-reports pipeline doesn't have any artifact to download. Below changes are done in order to fix this issue.

  1. Split Analyze.yml to isolate steps that run dependency check into different template and run that template only from aggregate report pipeline.
  2. Run download artifact only when running apistubgen.
