The install_requires wasn't properly replacing to a<buildid>. It was looking for .dev still.

This means that it's not properly installing the azure-core-1.8.2aXX version that hasn't released yet. This update ensures that azure-mgmt-core will require a 1.8.2a so it'll match the unreleased version of the package.

@praveenkuttappan take a look? This will turn our build green, but isn't repeatable like the .dev one was. We should take another look at this and dynamically recreate the rec, which will allow us to get away from the string-replacement that is currently happening.

Hey @praveenkuttappan really 'preciate the signoff. I just cleared it because I caught an issue.

When we install the version from the wheel directory, the version will be alpha. However, we get the expected version from the version on disk!. My latest commit ensures that when we don't erroneously throw mismatch errors for "hey we expected 12.0.0b2 instead of the installed 12.0.0a2020100201.

We get the 12.0.0b2 value from the local version on disk, so ensuring we set dev build the same way as when the packages were built ensures that everything lines up AND we know we're installing the "latest dev" version for regression checks.
