(unadjusted for inflation)
Includes currency reference year (adjustments for inflation) and linear interpolation via np.interp between different years of the same parameter/technology.
If a value is significant in kWh but given in MWh, then the value was partially or fully dropped until now.

* Rename Methane steam reforming to steam methane reforming * Cross-checked some costs * Pipeline costs include booster stations * Pipeline compressor station renamed to fill station (only initial station) * Use cost projection based on learning for desalination * Rename hydrogen storage tank -> hydrogen storage tank incl. compressor * Fix unit for desalination.

From my side, this looks good now.
The bigger changes (in addition to many new technologies, the sources of which outside DEA are nicely documented):
- Fischer-Tropsch assumptions now taken from DEA. This means they now reduce over time. Efficiencies are lower, esp. at the beginning.
- Assumptions for HVDC submarine cables were updated (now more than 4 times cheaper, 20% more than overhead)
- hydrogen storage tank costs are renamed to "hydrogen storage tank incl. compressor" for data from DEA
- Methanation costs are no longer taken from the Schaber thesis, but from a more recent Fasihi paper (these costs are now given in EUR/kW_CH4 and not in EUR/kW_H2)

Supersedes #32 (for my convenience to push to the branch). (closes #32)
Moves Fischer-Tropsch and Methanolisation data into compile_cost_assumptions.
