TinyMCE: Extend link boundaries feature to work simlarly on bold / italic / ect... text #2114

Currently TinyMCE implements a feature called link boundaries which provide visual feedback when the text cursor is within a link or just outside. Wordpress has requested that Ephox extend this feature to other formatting such as bold and italic text.

This issue is to track the development of the feature in a more visible way and to provide a place for public discussion.
