#10121 added a hack to
AmpCodingConvention.javato prevent the inlining of CSS. This is no longer required because closure supports the@noinlineannotation. (See google/closure-compiler#2751 and google/closure-compiler@5698304)This PR replaces the hack with a
@noinlineannotation wherevercssTextis defined.Follow up to #23363
