#10121 added a hack to AmpCodingConvention.java to prevent the inlining of CSS. This is no longer required because closure supports the @noinline annotation. (See google/closure-compiler#2751 and google/closure-compiler@5698304)

This PR replaces the hack with a @noinline annotation wherever cssText is defined.

Verified that this does not break the current inlining behavior of cssText in v0.js.
