fix: temporarily downgrade @parcel/watcher to 2.1.0

Problem

npm@10.4 user experience the following error when running npm create amplify

error gyp: binding.gyp not found... while trying to load binding.gyp

• downgrade @parcel/watcher to 2.1.0

TODO:

• Once npm fix the issue, we'll need to upgrade @parcel/watcher to use the latest version upgrade @parcel/watcher to latest #1039
• Add e2e tests for nextjs add e2e test for Vite and Nextjs #1038
