Do not clear url bar text on focus.

Steps to reproduce

  1. Go to any website
  2. Click on url bar
  3. Url itself is disappeared

Actual result

Url itself is disappeared

Expected result

Url is shown and highlighted

Issue happens on

  • Beta build? yes

Brave version

1.10.x

Website problems only

  • Does the issue resolve itself when disabling Brave Shields?
  • Does the issue resolve itself when disabling Brave Rewards?
  • Is the issue reproducible on the latest version of Chrome?
