Overview

This aims to make some updates and improvements to the current Github actions.

What does this solve?

• Updates SQLFluff action
• Brings in changes from Add double CI run - first on latest release then on PR #300
• Updates the path to make use of github.workspace
• Moves the push to main strategy to use a matrix for consistency
• Adds status badges to the README
• Updates the used action versions to their latest
• Updates the publish docs to use a simplified action

Outstanding questions

• I am unsure if the pages action will work, as that's hard to test
