Fixes #345
This upgrades TypeScript, Svelte, and other related packages as described in the issue. This has no visible impact on the development side (other than it helps resolve some warnings that are raised in VS Code due to the deprecation mentioned in the issue). And there's no significant impact on the packages that will eventually be published, which is why I'm using the
buildtype and notfix(no need to publish packages right away).
