Load up user config when using scripts #4701

This makes a number of changes, including:

* stack-integration-tests is now an executable, not a test suite
* Output for test progress is displayed immediately
* Much smarter setup of the temporary home directory (just keep pantry)
* Modify the Azure scripts to call appropriately
And use it in the integration test suite
This also changes the behavior: we _do_ load up the user config file,
just no project config file.

And with that, the integration tests finally pass! W00t!
