I don't really see an argument as to why we need to skip preflight. But if there is please let me know.

Skipping preflight will cause zero balance fee payer TXs to "hang" until blockhash expiration providing no meaningful error message.

Example: Using a provider.wallet setup with balance for another cluster will easily cause the above

I've removed the config because using RpcSendTransactionConfig::default() causes preflight_commitment to be None which makes the transactions check against the finalized state instead of the commitment we've specified. This breaks all commands where we send more than 1 transaction with commitment lower than finalized(like anchor idl upgrade).

    Currently when running 'anchor deploy --program-name <name> --program-keypair <specified keypair>' the cli still uses the auto-generated keypair when fetching the program id to add to the IDL metadata at the end. It should instead use the address from the specified keypair.
