fix(x/gov): Return ErrInvalidProposalContent in SubmitProposal when legacy handler returns an error. (backport #13051)

If the error is already a ErrNoProposalHandlerExists, just return it. Otherwise, wrap it as a ErrInvalidProposalContent.
