Description

avoid using the default value as a default in sendenabled for module accounts

The previous fix broke other functionality in the state machine because it prohibited sending of denoms by the state machine. We only want to prohibit the sending of denims if the denom has the setting, not default to the entire state machine like user sending of tokens.
