Using npm ci

Motivation and context

This PR provide usage npm ci for increasing build speed and package-lock,json usage.

The same. CI is fails. Need to merge develop to update node-sass

Coverage remained the same at 60.663% when pulling 0d0af4b on dk/ui-build-ci into 351abb2 on develop.
