Fix InsecureRequestWarning when using anonymous access #2714

cylc scan & cylc ping connect to suites using the user anon and using verify=False.
As a result of #2688, we now get InsecureRequestWarning warnings from urllib3 with these commands with python versions >= 2.7.9.

Also, rather than filter SecurityWarning (with python versions <2.7.9), we should filter InsecurePlatformWarning (the specific warning which was the problem in #2686).

Fix #2713.

I think we need to apply this fix to a new else branch of the original fix (which only filters the warning on system running Python <2.7.9). I am getting InsecureRequestWarning on an Ubuntu Box running Python 2.7.14.

This works for me at Python 2.7.12.

(Presumably Matt means an "else branch" in the code block sense, not a git branch...)
