We have discussed putting each field/fieldset on its own page as part of a complete submission redesign (#2616, #3050, #2440 etc.). This would ideally also come with a 'table of contents' type design allowing users to skip around to completed and uncompleted items of the submission in order to edit them, and space on each screen for information on fieldset requirements, as well as other improvements that should be user tested.
But we could, initially, split the 'describe dataset' page into multiple pages. Maybe something like:
