0x8000808b is ResolverInitFailure

Error from host trace:

Cannot use file stream for [D:\a\_work\1\s\artifacts\tests\host\windows.x86.Debug\sharedFrameworkPublish\shared\Microsoft.NETCore.App\10.0.0-ci\Microsoft.NETCore.App.deps.json]: Permission denied
Error initializing the dependency resolver: An error occurred while parsing: D:\a\_work\1\s\artifacts\tests\host\windows.x86.Debug\sharedFrameworkPublish\shared\Microsoft.NETCore.App\10.0.0-ci\Microsoft.NETCore.App.deps.json

I'd guess it is from some other test not playing nicely with how it is accessing the file. #100588 made all test projects use the same copy of the built .NET, so it probably made an issue like this easier to hit.
