This PR looks to reenable System.Diagnostics.Tracing.Tests for mobile platforms, specifically getting the suite to run on tvOS.

#56073 still fails on tvOS from results at https://helix.dot.net/api/jobs/dd77635a-3578-4270-b4ee-6bc69c708357/workitems/System.Diagnostics.Tracing.Tests?api-version=2019-06-17

Need to re-evaluate locally on iOS to see if they truly pass.

The tests pass locally on iOS device, but it looks like there are a significant number of failures with this suite on Browser. So, closing this as the current suite disable looks right for now.
