Just to clarify: this fixes one of our two problems with this job. Still working on getting git credentials correct so Jenkins can push tags back to Github. |

Summary
Adds argument parsing to release.js so we can set a
--typearg (major, minor or patch) instead of using aVERSION_TYPEenv var, and adds a--stepsarg (comma-separated list of release steps) so that we can run the first half of the release, then fetch MFA creds at the very last second before publishing to npm and finishing other post-release steps.(I kept
NPM_OTPan env var instead of converting it to an argument to make it easy to not leak the token into the public CI job logs.)Also added a
--dry-runflag so that you can testnpm run releasewithout actually making any public changes.
