[eventLog] get kibana.index name from config instead of hard-coding it #57607

Summary

Previously, the name of the default Kibana saved object index was hardcoded to .kibana. With this PR, the code will now be using the configured value from Kibana itself.

Delete any items that are not applicable to this PR.

I coulda sworn I saw a PR with plugin-level tests; but can't seem to find it ATM. It's probably worthwhile to add a jest test for this, will poke around and see if I can figure out the best way to do that, if we don't already have a plugin test.
