Summary

The flag has been tested internally on WWW, should be good to set to true for OSS. Added a dynamic flag for fb RN.

Why do we need the flag for RN? When can we delete the flag entirely?

Going to do a roll out on RN out of caution. We can delete after we finish all rollout
