This is not quite perfect, but is better than before.
If a solc version is provided in foundry.toml but no evm-version, we normalize the config's evm-version.
This does not affect solc compilation because this is also in foundry-compilers before invoking solc.
This can be improved by:
emitting warnings if user configures both evm_version and solc that are incompatible.
