Preparation for 3.9.0 release.

Comparison to 3.8.0: ignition-gui3_3.8.0...ign-gui3

The main motivation for this release is to fix CMP0072 warnings on ign-gazebo, see

• Add project() to examples and remove hard-dependency on Ogre1 #345
• CMake policy CMP0072 gz-rendering#360

Checklist

• Asked team if this is a good time for a release
• There are no changes to be ported from the previous major version
• No PRs targeted at this major version are close to getting in
• Bumped minor for new features, patch for bug fixes
• Updated changelog
• Updated migration guide (as needed)
• Link to PR updating dependency versions in appropriate repository in ignition-release (as needed): Not removing Ogre from there, so users still get some rendering engine when installing Ignition GUI.
