This is a step towards removing `Vertex` completely.
Since `PartialVertex` is no longer used together with `Partial`, having it be part of this infrastructure is no longer needed.
I'm working on removing it, as part of the ongoing effort to remove `Vertex`.
Since `Vertex` is on its way out, this method will go too at some point.

This pull request builds on #1524, and culminates in completely removing
Vertex. This is a significant simplification in itself, but is also part of a plan for further simplifications (see #1525).
