I'm working on removing `PartialVertex`, and without those methods, that will become easier.
Since `Vertex` is gone now, it makes sense to remove `PartialVertex` too. Keeping the two object APIs in sync should make them easier to evolve going forward.

This pull request removes
PartialVertex, following the removal ofVertexin #1526. This is an intermediate step towards addressing #1525.
