On shutdown, we attempt to remove any pending requests, and for poll request, we call io_cqring_ev_posted() when we've killed poll requests. However, since the rings aren't setup, we won't find any poll requests. Make the calling of io_cqring_ev_posted() dependent on actually having completed requests.
