What this PR does / why we need it:
Uses the lowest version of all machines when calculating .status.version for KCP.
Otherwise there may still exist CP machines in an old version which still serve the kube-apiserver (as e.g. in #11296).
Before this could have lead to version skew violations, because coming up new worker machines may still have been able to connect to the old apiserver. Altough except for CAPD this is unlikely, because provisioning also takes some time. In the failing test-case though we block the deletion of the old CP machine which increases the propability to hit this race.
