Fixes #4860.
In testing I realized that collision boxes don't work for point labels that rotate with the map: #4861. The collision problem has gotten slightly more dramatic with #4781 because we no longer do label foreshortening.
I can't off the top of my head think of a great use-case for rotating point labels with the map, but this PR restores previous behavior (and the behavior you'd expect from reading the style spec).
