Update flake.lock to fix running the nix developer environment on MacOS #16019

This commit updates the version of nixpkgs that is pinned in flake.lock from 7a32a141db568abde9bc389845949dc2a454dfd3 to 8cacc05fbfffeaab910e8c2c9e2a7c6b32ce881a. The new revision contains NixOS/nixpkgs#245747, which allows debian-devscripts to be built on MacOS (darwin).

Our development environment requires the dch tool from that package to update the Debian changelog during releases.

This has the side-effect of update all the other tools referenced in flake.nix as well, other than Rust which is manually pinned.

Thanks for @sandhose for testing it on their M1 Mac.

This commit updates the version of nixpkgs that is pinned in

I don't know if @sandhose has tested it yet actually. Ideally we'd have some CI to build it on Linux and MacOS to answer this question for us, but that's a matter for a separate PR.

I'll wait a bit for @sandhose to potentially give a thumbs up here, before I write up some MacOS CI for this.

I can confirm that nix develop --impure did not implode on my M1 mac

Broke in #16019. This would have been caught
if someone ran 'devenv up' during manual testing of that PR, or better yet, if we had
CI for the nix developer environment.

Switch back to the latest release version, which doesn't have the upstream issue:
cachix/devenv#756
