Update Safari versions for HTMLInputElement API #12144

This PR updates and corrects the real values for Safari (Desktop and iOS/iPadOS) for the HTMLInputElement API, based upon results from the mdn-bcd-collector project (v3.2.9).

Tests Used: https://mdn-bcd-collector.appspot.com/tests/api/HTMLInputElement

Does this also need to change? Per #11299 the pairing should be 5/4.2, not 5/5.
