Fix #780 - SETUP/TEARDOWN/ASSERT now print 0x%lx and ASSERT_EQ prints both %lf and 0x%lx format for the inputs
Testing performed
Built and ran cfe-core_sb_UT and confirmed output as expected.

More informative assert messages (often comparing error codes)
