deps.windows: Remove Carla

Description

After fairly lengthy and difficult internal discussions, we have decided that using Carla as a host for VST3 (and other) plugins is not the right path forward for the project.

Let's remove this from our deps builds.

Motivation and Context

We've never shipped a feature in OBS that relies on this, so this isn't a breaking change.

How Has This Been Tested?

Hasn't been tested, but this removal is fairly straightforward. CI will show if this works.

Types of changes

• Tweak (non-breaking change to improve existing functionality)

• Code cleanup (non-breaking change which makes code smaller or more readable)
