We want to ship a 3.18.1 release in July containing the following improvements:

This release should also contain these maintenance changes:

There are two reasons to prepare this release: updates and supporting further OONI Run v2 and throttling work.

We cannot update quic-go yet because
quic-go/quic-go#3931 has not been included into
any release, and our tests breaks without this commit. I am going to
write a backport for such a diff soon, so that we unblock upgrading
quic-go.

This work is part of ooni/probe#2503.

We cannot update quic-go yet because
quic-go/quic-go#3931 has not been included into
any release, and our tests breaks without this commit. I am going to
write a backport for such a diff soon, so that we unblock upgrading
quic-go.

feat(oonimkall): experimental OONI Run v2 API (#1176)

This commit introduces an experimental OONI Run v2 API, which will
simplify the development of Android and iOS OONI Run v2 functionality.
We're using the testing host for now (i.e.,
https://ams-pg-test.ooni.org/).

This code is not suitable to be used in production. The API may change
without notice in the future.

The current API is the result of a trial and error process involving me
and @aanorbel.
