Speaking on behalf of Eric if 5cf20ae were in a separate PR, it would get a changelog entry as a deprecation removal which is newsworthy. I'm really not a fan of warping PRs to the eventual changelog though. A compromise here is to just add a manual self-referential entry to User API Changes.
