Introduce
--reserved address1,address2,...CLI parameter. These will connect at the start and permanently attempt to maintain the connection, come what may.If network connectivity is such that the two nodes can communication at any given time, then those two nodes should be connected and anything else is a bug in the implementation of this feature.
