Fix #9 and rename Work Item to Specification. #23

They're not standards, but they are specs.

We've been using Work Item in the Community Group thus far, and I've grown quite fond of it. It gives the right impression that we are still "working" out the details here on how an idea can move its way toward a standard in a Working Group. Specification can sound more like something that is complete. Work Item is also less ambiguous than Specification, which is used in many contexts with multiple connotations.

* Attempt to address #9.
* Other expressions of implementer interest are also good information to have.
* s/judgment/consensus/
* Prefer archiving over transferring repositories.
* fix typo.
* Whitespace.
* Fix typos.
* Champions may ask for a dedicated reposoitory, and the Chairs will generally honor such requests.
* Ensure the set of Champions for each Proposal is documented.
* Restore and reword one of the possible reasons for removing a specification.
