Since #653 has been merged the package-browser app on heroku is unaccessible (https://cos-toolkit.herokuapp.com/cos-toolkit-green). I've debug it locally and it doesn't seems to be a real issue, just the CPU spiking introduced by the high number of packages present. It seems that we exceed the free dyno tier capacity.

I've been working on a slightly re-adaptation of the package-browser but that instead outputs static html pages, so that can be used within github pages as well.

This card is to track the migration happening already rancher-sandbox/cos-toolkit-package-browser@f41dffd

Should be all fine now: we moved away from heroku and the same repository is used now for hosting content with gh-pages. See https://rancher-sandbox.github.io/cos-toolkit-package-browser/cos-toolkit-green/ for example
