fix(CRWA): make node and yarn compatibility checks fail

Follow up to #8106. Now we only set a lower limit for the Node.js version (18 LTS). This means that the compatibility checks in yarn create redwood-app should go back to failing instead of prompting. We'll warn users about using higher Node.js versions during setup deploy.
