It seems that
@babel/parser
must have made thedecoratorsBeforeExport
option mandatory since we started using the package but then subsequently deprecated it v7.21.0 (https://babeljs.io/docs/babel-parser#plugins-options) meaning that certain versions of Babel result in errors when attempting to compile CSS side-effect imports. Even though technically this isn't our issue, I think it's a good idea to force consumers onto the latest versions of all Babel packages to avoid this.
