fix(stream): fix inner interval join

What's changed and what's your intention?

• Do not pull up filters if the interval join can use them. Resolve Inner join fails to be transformed into a interval join #8923.

LGTM. Thank you. I noticed this pull_filter when I was implementing band join but I was afraid that modification of the pull_filter condition to do interval join may hurt performance.
