Fixes #1162

  • Tested on all platforms changed
  • Compilation warnings were addressed
  • cargo fmt has been run on this branch
  • Added an entry to CHANGELOG.md if knowledge of this change could be valuable to users
  • Updated documentation to reflect any user-facing changes, including notes of platform-specific behavior
  • Created or updated an example program if it would help users understand this functionality
  • Updated feature matrix, if new features were added or implemented

when this PR is merged we well have to fix HiDpiChangedEvent implemented in #997 since it is built around deferred_events queue in app_state::Hander.

I've removed deferred_events here as it was only ever used for sending out the resize events during the modal resize loop. Is there a reason the HiDpiFactorChanged event should be sent immediately, or can we refactor #997 to go through the regular event queue, i.e. emit_event instead of send_events_immediately?

I think, it should not be a problem. If we can process resize events with emit_event, we should be able to do the same for HiDpiFactorChanged.
