Using sass_option_push_import_extension implementors can choose
to treat any extension they like as a .scss file.

A deprecation warning for raw css imports has landed in 3.5-stable.
This is removes the non-standard raw css imports for 3.6.

Closes #1964

Using `sass_option_push_import_extension` implementors can choose
to treat any extension they like as a `.scss` file.

This is a non-standard, and confusion feature. Implementors can now
opt into supporting @import'ing additional file extentions with
`sass_option_push_import_extension`.
