[Tracking]: Improve CLI versioning

This is a tracking issue to track the work on improving the CLI versioning, specifically making the init, upgrade and sandbox commands respect and use the version they are being invoked as.

Milestone 1: init - Pairing

1. Always initialize the version that the CLI is invoked as, instead of just latest or next #25501

2. Prompt if CLI detects that it is being invoked without a version identifier, eg. npx storybook init #25454

Milestone 2: upgrade - Jeppe

1. Remove --tag and --prerelease flags
2. Remove usage of flags - including in sattelite repos like test-runner
3. Always upgrade to the version that the CLI is invoked as, instead of using the flags
4. Throw an error if trying to upgrade to a version that matches or is below the version already installed in the project
5. Optional: run doctor at the end of upgrade
6. Detect existing version of @storybook/cli to avoid multiple versions detected

Milestone 3: sandbox - Norbert

1. Always create sandbox with the version that the CLI is invoked as, instead of just latest or next #25559

2. Show a warning if sandbox is not invoked as either latest or next, as that is usually what the user wants
3. Handle sandbox with specific version
4. Remove usage of --branch flag - including in sattelite repos like test-runner
5. Bug: initiating happens in the CWD and not in the newly created sandbox directory, which it should
6. Bug: Sandbox versions lag behind because they are only generated daily #25603

Milestone 4: Canary releases - Jeppe

2. Add line to generated PR description like "To try out this canary run npx storybook@<THE_CANARY_VERSION> sandbox"
