feat: Standalone Aztec Node and RPC Server #2522

This PR addresses the comments of PR 2486. The feature set here is:

Some refactoring of packages dependencies and l1 contract address configuration.
Entrypoints to start standalone instances of Aztec Node and Aztec RPC Server.
Some initial terraform for Aztec Node deployments.

Not for this PR, but should we look into extracting the http services into a separate package? I was thinking we'll want to present the rpc-server (and maybe aztec-node as well?) as a library that can be embedded into something larger (eg into a wallet), and in that case the http api implementation is not needed.

I keep going back to the difference between application and module packages (see here), and I'm thinking that maybe rpc and node should be modules, and another package should wrap them into an app.

Or maybe I'm overcomplicating things. Let's roll with this for now and we can revisit this when we actually start composing the rpc server into larger apps.

Not a fan of the name, since we're not "deploying the sandbox". But createSandboxAndInitializeAccounts is a bit long...

Change it to createAndInitialiseSandbox. Hope that's a happy middle ground :-)

Maybe we can instead just depend on libp2p/peer-id-factory directly, so we don't have to bring the whole libp2p into the CLI? It's not too bad though, the CLI is a devtool after all and it's ok if it's a bit bloated.

I'm confused here: if we're running against the sandbox, the sandbox already runs an rpc server of its own. Why do we need to start a new one?

I have gone through and cleaned up a few poorly named functions and functions that were 'reused' but not really reused.
