chore: Change efs volumes to use bursting throughput

This PR changes our EFS volumes to use the default (burst) throughput mode

Benchmark results

Metrics with a significant change:

• proof_construction_time_sha256_30_ms (16): 1,721 (+24%)
• avm_simulation_time_ms (Token:mint_public): 62.7 (-86%)
• avm_simulation_time_ms (Token:assert_minter_and_mint): 459 (+627%)
• avm_simulation_time_ms (Token:transfer_public): 15.6 (-35%)

Detailed results

All benchmarks are run on txs on the Benchmarking contract on the repository. Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.
